The paper explores the relationship between the degree of competition between higher education institutions (HEIs) in the Russian Federation and the efficiency of regional higher education systems from the public administration perspective. Regional higher education systems are rarely accountable to regional authorities and never governed as single entities. Despite that the analysis presumes that differentiation between regional higher education systems is significant for policy-making. Using data envelopment analysis (DEA) we investigate the efficiency of higher education systems in the regions and compare the results with the extent of higher education competition within them. The results indicate that higher efficiency scores and higher competition between HEIs in Russian regions are positively correlated. Moreover, by introducing socio-economic context status as a grouping parameter, we are able to specify the conditions of this relationship. The competition is stronger in developing and low-performing regions. At the same time, higher education systems in developed regions consist of different HEIs, which create competitive environment, although their efficiency level varies considerably. The discussion is supposed to find the ways for further better understanding of competition in the different regional contexts. On the one hand, the study can move on to investigation of the different approaches and models of competitive markets in higher education. On the another hand, with regard to contemporary education policies that would be relevant to develop a model for the estimation of causality between competition and efficiency at the regional level.
